Lee Lowry is the Executive Director of ULI Tampa Bay, a seven-county membership organization with a mission to shape the future of the built environment for transformative impact in communities worldwide. From 2017 to 2023, she was the Director of Development for the Hillsborough Community College Foundation, serving as chief fundraiser for the College. She was the 2013-2014 President of The Junior League of Tampa (JLT), currently the tenth largest League in the world. While serving as JLT President, Ms. Lowry spearheaded the highly successful Abolish Movement campaign to fight child sex trafficking, which was later adopted by the Association of Junior Leagues International (AJLI).  For her work on the issue, Ms. Lowry was appointed by Governor Rick Scott to the inaugural Florida Statewide Council on Human Trafficking in 2015.

She serves as Chair of the Hillsborough County Commission on the Status of Women, as President of the Board of the Tampa Tiger Bay Club, and was appointed by the Mayor of Tampa to the City’s Public Nuisance Abatement/Code Enforcement Board, on which she serves as Vice Chair. Ms. Lowry is a Past Chair of the Citizens Advisory Committee of Hillsborough County as well as of the State Public Affairs Committee of the Junior Leagues of Florida, and was a member of the inaugural Tampa Police Department Citizens Review Board.

Melissa Millour is the Manager at ULI Tampa Bay. She has over seven years of professional experience in luxury hospitality settings, including The Ritz-Carlton, Marriott, Omni Hotels & Resorts, and country clubs. Mrs. Millour has worked in various roles in event management, marketing, and food & beverage management. She is adept in managing small and large-scale events, leading teams of 2 to 35 associates by promoting exceptional experiences for others, and creating marketing materials for social media, designing websites, and print collateral. In her previous roles, she furthered her knowledge in project management, resource management, strategic marketing, and creating effective Standard Operating Procedures. She is also fluent in both English and Spanish.

Mrs. Millour has a Bachelor of Science degree in Resort & Hospitality Management with a Concentration in Event Management from Florida Gulf Coast University. The coursework at the university emphasized utilizing sustainability practices in the workplace. After graduating, she worked abroad in Wellington, New Zealand, where she was inspired by how the Maori and the New Zealanders work together to build buildings, roads, and cities in a manner that protects and promotes their natural environment. Mrs. Millour embraces cultures and diversity and enjoys being involved in the local community.

She enjoys utilizing her skills, professional experience, and educational background to promote the Urban Land Institute’s mission of shaping the future of the built environment in the Tampa Bay area!
